Im planning on spray painting a “fake” chrome surface of a plastic hub cab, is it harder to do so or does it not work as well, as compared to a solid plastic surface?

You should sand the surface first, apply primer, let it dry and then paint it. otherwise that paint will easily fall off. (Don’t use such a rough sandpaper )
