please help, my computer’s connection to the web fails?

Thoughts asked:
my PC apparently actively blocks any program other than Internet Explorer and the vista OS from accessing or downloading from the web. Firefox is being blocked. I tried downloading Google Chrome but got a long report, part of which says: “No connection could be made because the target machine actively refused it”. Can anyone please help out. Thank you.
thanks but parental comtrol is off. I’ve also got the administrator account.

Could be the Firewall settings that are blocking programs

check the parental control option in control panel…you should be the administrator user for changing settings or downloading through internet
