all of the tools you need are available online php, MySql, Html Editors, apache webserver, if you have a broadband connection you can even host the site yourself using apache. You can download a full suite of open source servers for windows from and its windows vista compatible

There is a website called it lets u make alot of site for free and has no viruses
you can design it with pictures and you can search ur own site and you can let it contain managment, blogging, database design etc………………..
