I have Corel Painter X and I like it and find it easy to use. It is very effective.

for actual painting art, programs like Pianter are better for designing from scratch then programs like photoshop which is more for retouching and editing photos, but can still be used for artwork, you can try both, make sure you have system requirements for any, usually modern computer are ok,

there are other painting tools, and may be best to try them to find something you can work well with,
