I have no experience whatsoever in building websites or anything even comparable. I have an idea for a couple of websites and I cant afford to have them built for me. What would be the best software for me to use if I plan on building my own website(s)? I need a shopping cart tool and somehow to process payments.

“Best” is subjective. I’d say Dreamweaver is probably the best I’ve used. If you’re going to be using it as a professional website, however, I’d try getting a freelance programmer to code it from scratch for you.

Since you plan on building a couple of websites, I recommend you to get hosting which allows unlimited domains hosting, which means that you can host unlimited websites on the same hosting plan, at no additional price (you just need to pay for an additional domain name registrations).
