I have all the parts, now i just need the software. Linux or Windows. User accounts and shared folders should be on the server, and i don’t know what a web server is or if i should use it, i don’t have webspace!

Well,

Both is valid servers. The different is you need to BUY Windows Server License.

Not with Linux, you can just download any linux distro (my favorite is FEDORA CORE from red hat), and have it installed. During installation you can opt to install all sort of server type, such as web server (just install it, in case you need them someday), samba (you need samba to file-share folders with windows

Do you have any experience in Linux by the way?

Stick to windows if you don’t have knowledge if Linux

I suggest you stick with Windows platform (2000, NT, 2003 or 2008) unless you plan to study Linux by heart. If you simply need file sharing and web server- you can use Windows XP- windows IIS 6.0.
